T & E Collective Agreement : Focus of Negotiations

After the Government’s rejection of the majority of AEU-NT’s claims, negotiations have developed a focus on the following

Quantum
Our Original Claim: 15% salary increase over 2 years
Government's Offer: 10% increase over 3 years

AEU-NT’s Current Position: To continue to pursue a 15% salary increase over 2 years, taking into account rising interest rates, petrol prices, cost of living in the NT, and national salary competitiveness for recruitment and retention purposes.

 

School Development Days

Our Original Claim: Two pupil-free days per annum, with an additional two pupil-free days, which can be applied for through School Councils

Government's Offer: 2 days school development during school time other than the first week of each term. A further 3 days school development in the week prior to students returning from school from the Christmas break and 2 more days in the week prior to students returning to school from the mid year break. Teachers and Educators will be classed as being on duty during these periods. To implement these school development days a new clause will be included in the agreement breaking up the current 6 weeks of recreational leave over Christmas into the first 4 weeks of the Christmas break (allowing the last 2 weeks to be reclassified as stand-down and teachers and educators to be recalled to duty in schools) and the first 2 weeks of the mid year break.

AEU-NT’s Current Position: Retention of current recreational leave and stand down arrangements. No school development days scheduled during stand down. No mandatory requirement for teachers and educators to be on duty during stand down. Four school development days made available during school time, approved by the Chief Executive, requested by the relevant school community/council.

 

Professional Isolation Allowance
Our Original Claim: Incremental $5000 cash incentive retention scheme and an increase in freight allowance.
Government's Offer: Incremental $4000 Professional Isolation Allowance and the removal of the freight allowance/reimbursement scheme

AEU-NT’s Current Position: The $4000 Professional Isolation Allowance is acceptable only if the current freight allowance arrangements are maintained.

 

ERT Salary
Our Original Claim: ERT’s to be paid at T7 plus a loading of 30% or at the daily rate of the substantive level of the officer plus 30%, whichever is greater.
Government's Offer: The substantive level plus 20%.

AEU-NT’s Current Position: The substantive level plus 30%.

 

Staffing Formula
Our Original Claim: Significantly improved student/staff ratios and above establishment support staff such as ICT co-ordinators and teacher-librarians.

Government's Offer: Outright rejection of resourcing issues. The Government’s position is that resourcing issues such as staffing are not allowable issues to include in a Collective Agreement.

AEU-NT’s Current Position: Re-establishment of the staffing formula reference group for the review of the current staffing formula through the Building Better Schools project, as was agreed to in Clause 43.8 of the 2005-07 T&E Certified Agreement, which included the participation of an AEU NT member.
